- Turn the Instant Pot to the sauté function. Add olive oil and heat for about 2 minutes.
- Season the beef chunks with salt and pepper, then brown in batches for approximately 8 minutes until golden.
- Remove beef and add chopped onion. Sauté for 2-3 minutes until softened, then add garlic, cooking for another 30 seconds.
- Deglaze the pot with 1 cup of beef broth, scraping the bottom to loosen any stuck bits.
- Add remaining beef broth, tomato paste, Worcestershire sauce, Italian seasoning, dried thyme, and bay leaf. Return beef to the pot, layering carrots and potatoes on top.
- Secure the lid on the Instant Pot and set to high pressure for 35 minutes. Allow for 10 minutes of natural pressure release before quick releasing any remaining pressure.
- Remove bay leaf. Mix cornstarch with water to create a slurry and stir into the stew. Activate the sauté function and simmer for 5-10 minutes until thickened.
