- Cook the breakfast sausage in a large skillet over medium heat until golden brown, about 8-10 minutes. Drain excess fat and set aside.
- Whisk together the eggs, milk, salt, and black pepper in a mixing bowl until combined and slightly frothy.
- Spread thawed hash browns evenly in the greased casserole dish, pressing down to form an even base.
- Layer the cooked sausage over the hash browns followed by diced red bell pepper.
- Pour the egg mixture over the sausage and hash browns, making sure they are evenly covered.
- Sprinkle shredded cheddar cheese generously over the top.
- Bake uncovered for 45-55 minutes until the eggs are set and the top is golden brown.
- Cool for 5-10 minutes before garnishing with sliced green onions and parsley.
